Can you rent a scooter in Phu Quoc without a driving licence?

TL;DR

Sometimes yes, but only a small number of rental shops will do it. Most scooter rental companies in Phu Quoc avoid renting to travelers without a licence because they can also get into trouble.

What the community said

Recent feedback suggests that renting a scooter without a licence in Phu Quoc is possible, but it is the exception rather than the rule: only a very small number of rental businesses agree to it.

The main reason for refusals is simple: rental owners also take a risk when they hand over a scooter to someone without a licence, so many reject such requests immediately.

If you do not have a licence, do not expect a wide choice of rental shops — you usually have to look for the few businesses willing to take that risk.
