TL;DR
On most Phu Quoc beaches, waist-deep water starts around 10–30 meters from shore. For 2–3 meter diving depth, you need to swim out considerably further.
About 10 meters from shore the water is already waist-deep, and it stays roughly the same depth for another 15 meters. Even in waves, if you get pulled, you can simply stand up and walk back to shore.
Around two weeks ago there were constant waves at the beach, but swimming was safe. About 30 meters from shore the depth was just above waist level — good for riding waves without risk of being pulled under.
Phu Quoc beaches are not ideal for diving at 2–3 meter depth close to shore — the shallow zone extends quite far out. Further from shore the depth is adequate for swimming and diving.
