TL;DR
Easiest option is calling via Wi-Fi (VoWiFi) — confirmed working with Megafon at home rates; MTS has a daily roaming plan (~170 RUB/day, 45+45 min); Tele2 offers free roaming. Not all phones support VoWiFi.
VoWiFi lets you make and receive calls on your regular number over Wi-Fi where there's no cell signal, but not all phones and carriers support it.
Megafon's VoWiFi works reliably — calls go over Wi-Fi at regular home rates, no roaming surcharges.
Workaround: get an IP-telephony service, set up unconditional call forwarding from your main number to it, then use an app with a virtual number to call over Wi-Fi.
MTS has a roaming plan called 'Zero Without Borders' for about 170 RUB/day, including 45 minutes of incoming and 45 minutes of outgoing calls without extra roaming charges.
Tele2 reportedly offers free roaming in Vietnam, according to travelers.
