TL;DR
Package tours are often cheaper thanks to bulk hotel and charter discounts, but booking independently can cost half as much (e.g. ~$3,600 vs ~$7,400 for the same trip) if you're okay with connecting flights and DIY logistics.
For villas, check Booking or Airbnb — plenty of listings direct from owners without middleman markup. For flights, try flight search aggregators — connecting flights sometimes come out noticeably cheaper than direct ones.
Real example: a package tour with a direct flight for specific dates cost about $7,400, while booking the same hotel independently (with layovers) came out to only $3,600 — nearly half the price.
Tour operators buy hotel rooms wholesale at discounted rates and organize charter flights, transfers, insurance, and guide support as a bundle — which is why the final price to travelers ends up reasonable rather than inflated.
If something goes wrong on a package tour (like overbooking), the tour operator's legal entity is responsible and you can claim compensation. If you booked independently, any issues would have to be resolved through international courts — much harder in practice.
Booking independently means flights with 2-4 layovers, hotels that are 'whatever's left', and arranging your own transfer (not hard to do on Phu Quoc). It also takes a lot of time to plan and coordinate all the trip details yourself.
A package tour makes more sense for a short 7-14 day vacation, not for wintering or relocating long-term. On-site hotel excursion guides, however, tend to be overpriced — best to avoid them and arrange excursions yourself.
