TL;DR
For a quieter snorkel or dive at Blue Hole, arrive around 7:00–8:00 am. Later, the basin can fill up with organised groups, particularly local visitors wearing life jackets.
The best time to visit Blue Hole is early morning, around 7:00–8:00 am. You are more likely to snorkel or dive comfortably and see divers and freedivers before group crowds arrive.
Later in the day, Blue Hole’s basin can become very crowded with organised groups, sometimes around 20 people at a time. Do not leave your visit until late morning if you want a calmer swim.
If you are not diving, an early snorkel at Blue Hole may be the better option. Once larger groups arrive, the experience can feel significantly less peaceful.
