TL;DR
You usually do not need to bring your own cutlery: restaurant staff can set your table if utensils are not available at the counter. Napkins and toothpicks are available on the right-hand side by the dining-room entrance.
Napkins and toothpicks are available for self-service on the right side of the dining-room entrance, so you can take as many as you need.
At dinner, tables may be set with one cloth napkin per guest rather than paper napkins. If you need extra paper napkins, pick them up separately near the entrance.
If forks and spoons are not on the table or at a self-service station, ask the staff member circulating in the dining room and setting tables. Guests were able to get utensils, so packing a travel cutlery set is not essential.
