TL;DR
At Dahab's Bich beach you register with the beach manager on your first day (usually near the towel counter), get a receipt, and pay for sunbeds when you check out; drinks, ice and buckets are ordered separately from the beach bar waiter.
You don't pay for sunbeds upfront — payment is collected when you check out at the end of your stay. On day one, find the beach manager (usually near the towel distribution point), register with them, and keep the receipt they give you.
Drinks, ice and buckets are now ordered through a waiter at fixed beach stations — the stations mostly sell water, and everything else is brought on request. Many guests walk to the bar themselves to grab drinks and ice instead of waiting for staff to bring them around.
Beach staff turns over periodically — as of the latest reports, the previous, most active beach manager has left, and the number of staff on the beach appears to have increased.
Beach management does spot-check service quality: a senior manager recently inspected one section of the beach, after which staff noticeably picked up the pace of service.
