TL;DR
Napoleon wrasse are regularly spotted along the reefs near the Sunrise resort and the Baron pontoon: small ones tend to stay to the left of the Baron pontoon, while larger ones appear near the buoys and reef 'labyrinth' formations, usually at a distance.
Near the Baron pontoon, snorkelers have so far only spotted a small Napoleon wrasse, to the left of the pontoon. The tip is to swim right toward the pier on wooden piles and look along the reef edge rather than into open depth.
One traveler spotted a Napoleon wrasse on all 10 days of their trip: most often near the buoys and in the reef 'labyrinth' sections, though usually at a distance rather than up close.
A Napoleon wrasse was spotted all day while snorkeling and diving near a cape by the Sunrise resort — it literally followed the swimmer from the cape to the resort's beach.
