TL;DR
The best shore-accessible reefs near Hurghada are in Makadi Bay and Soma Bay. Within Hurghada itself, look for hotels in the Gardens Bay area or resorts like Serenity and Pickalbatros.
The reef at Tropitel Sahl Hasheesh is considered better than at Stella Makadi, but access is not officially allowed — guests swim there at their own risk, as is common elsewhere. Stella has a stationary pontoon, while Tropitel's is floating, making entry/exit difficult in choppy conditions. The lagoon where Tropitel guests usually swim is much less impressive than the reef itself.
Travelers report an excellent reef at Savoy and the neighboring Island hotel, including a whole family of Napoleon wrasse fish spotted there. By comparison, the reef at Oasis Blue Bay seemed dull despite earlier praise.
Baron and Sensatori are neighboring hotels with a lively, colorful house reef running for roughly 400 m along their beaches. It is suitable for shore snorkeling, although the area can be very windy from November to April.
At Park Regency, the remaining live, colorful reef is much shorter: it is on the club-side section and is about 70 m long. For more interesting snorkeling, travelers suggest swimming to the right toward Pickalbatros Golf, passing several closely spaced jetties.
Reef Oasis Beach was rated more highly for its reef than Oasis Blue Bay; according to travelers, its corals are more interesting for beach snorkeling.
For a separate trip without an island excursion, consider Sharm El Naga, a coral reserve praised for reef snorkeling.
In Hurghada, Coral Beach is mentioned as an option with reef access, but not with an easy straight-from-the-beach entry: at low tide, you may need to walk about 500 m along the pier to reach the reef. The resort itself is described as large and fairly isolated in a desert setting.
There is also a negative update on Pyramisa in Sahl Hasheesh: from the main beach, the water stays only chest-deep almost all the way to the buoys, with a mixed sandy/coral bottom, so some travelers consider its reef weaker than at better snorkeling-oriented resorts.
In Soma Bay, the reef opposite Sheraton Soma Bay is especially praised: a very long reef starts right off the shore near the edge of the protected area. There is a permanent wooden jetty by the dive hotel; people describe it as one of the best reefs in the area, with a length of over 5 km.
In Makadi Bay, Makadi Spa and Makadi Grand are recommended for strong house reefs: Spa has shore entry, while Grand has a good jetty and a reef wall. Fort Arabesque is also recommended for its coral bommies. Stella Makadi is rated less favorably for beach snorkeling, because the coral gardens are much farther out—about 300–350 m of swimming after a jetty of roughly 150 m.
Within Hurghada bay, the right shore (Albatros–Serenity–Siva stretch) and the far-left shore (several Grand hotels) both have accessible beach reefs.
Gravity Sahl Hasheesh has a beach reef and a seafront promenade nearby. Pyramisa and V Luxury are also mentioned as having corals and an underwater city.
Oasis Blue Bay has a beach reef and an open swim zone allowing guests to reach neighboring hotels. Park Regency and Sunrise Remal Beach are highly praised for their reefs.
Sensatori (TUI Blue Coral Sea Imperial Sensatori) has the best reef in its area — live corals and rich marine life — but it is windy in winter, so the reef is best suited to the summer season. Neighboring Sentido also has a reef, though guests need to swim a short distance toward Al Fanara to reach the live coral.
Makadi Bay has excellent coral reefs on both sides of the bay — left and right shores. It's considered one of the best areas for snorkeling and diving directly from the beach.
Gardens Bay (near Naama Bay) has good reefs accessible from almost any hotel in the area — a solid choice for beach reef access in that zone.
In Naama Bay, only Novotel, Mövenpick, and Stella have reef access from the shore. Most other hotels in the area do not have a reef directly on the beach.
Serenity hotel in Hurghada has a proper coral reef. Good corals extend in both directions along the shore — toward Pickalbatros and toward Siva.
