TL;DR
Stella and Labranda hotels have the best house reefs in Hurghada. Diamond is best snorkeled in the morning; Sunrise has a modest reef near the buoys.
Moreno is said to have a livelier house reef and an easier sea entry; for reef quality, it is preferable to Sphinx.
At Sphinx, sea entry is considered average and the house reef is described as weak or largely dead, so it is not the best choice when snorkeling is the priority.
Correction for Remal: the reef is good, but access is via a pontoon, not a pier as previously described — you get used to walking on it, and the sea entry is comfortable.
If the best reef is the priority, Reef Oasis Blue Bay hotel is recommended (better reef than many other Hurghada hotels). If food and service matter more, Sultan is suggested instead.
A newly recommended option is Remal hotel: its house reef is described as very good and more interesting than the reef at Conti. Travelers especially note the prettier coral formations; access is typically via a pier, and the hotel is on the second line.
At Diamond hotel, the reef is worth visiting in the morning only — that's when marine life is most active.
Reef Oasis Beach hotel has a better house reef than Diamond.
Sunrise hotel has a small reef near the buoys in the middle of the swimming area — fine for a first snorkeling experience, including for children around 10 years old, but not impressive for experienced snorkelers.
For serious snorkeling, Stella and Labranda hotels are the top choices in Hurghada — both have beautiful reefs with plenty of fish.
Makadi Bay area is generally better for families and has more extensive and beautiful reefs compared to other parts of Hurghada.
