TL;DR
Hurghada has noticeable tides and sometimes windy, choppy conditions, but swimming from the pier is usually fine regardless of tide; snorkeling is more affected by water clarity and currents than by the waves themselves.
At high tide you can still relax in the water on both sides of the pier, as well as in the Roble lagoons, but swimming laps is awkward because buoy lines are strung every half meter.
Life vests aren't necessary — many people snorkel just with fins. There are occasional reports of the sea being "closed" due to strong waves and current, so it's worth checking conditions before your trip.
Hurghada is often windy and tides are quite noticeable, but this barely affects swimming from the pier since the depth stays roughly the same. Tides do significantly affect water clarity for snorkeling, though.
The water sometimes turns cold in waves — likely caused by passing boats stirring up cold currents from deeper water.
