TL;DR
Summer, September and October offer the most reliable warm sea conditions; late April–May and November can also be pleasant but vary by year. Travelers did not identify a consistently cheap period that meets these temperatures.
In the Sahl Hasheesh area, April usually has only moderate wind and sea temperatures around 23–24°C. It is warm enough for swimming and sunbathing, but it does not reliably meet a 24°C-plus sea-temperature requirement.
The second half of November can still feel summery: one reported 15–25 November period had air temperatures of about 30–32°C and 28°C water with a light breeze. Conditions vary from year to year, however.
Late November can still have comfortable 26°C water, but one season brought cloud cover and strong southerly winds in the final days of the month. For a beach trip, do not expect consistently stable weather at the very end of November.
Summer, September and October are the most reliable periods for 28–30°C air and 24–26°C sea temperatures. May can work in some years, and water may reach 24–26°C by late April and remain that warm into November; winter lagoons can be warmer, around 22–24°C. No clearly cheap option was identified among the warm months.
