TL;DR
In January Luxor is very hot and sunny (even hotter than Hurghada) — pack loose long-sleeve clothing, a head cover and comfortable flat shoes. In late February it can get surprisingly windy and cold, so look for wind-sheltered spots by the pool; a heated pool is a plus.
Luxor is located further south than Hurghada, so it's hotter there — even in January the heat can be intense.
Bring water and loose, light clothing that covers your arms, legs and head to protect from the sun.
High heels are impractical for walking around — wear comfortable flat shoes instead.
One traveler compared this to a January trip to Sharm El Sheikh, where the weather was excellent — noting it can differ significantly from Luxor/Hurghada.
In late February strong, unpleasant winds meant travelers had to seek pool spots sheltered by bushes.
It was quite cold at that time of year, so a heated hotel pool made a big difference.
