TL;DR
For the best chance of seeing a dugong, travelers recommend Three Corners Equinox, where dugongs are often spotted in the hotel bay and Abu Dabbab Bay is nearby. Jaz Elite Amara in the Mubarak area has also had reported daily sightings, but sea conditions can prevent encounters.
In late August at Three Corners Equinox, a traveler saw a dugong on 4 out of 8 days. It usually feeds about 300–400 m offshore or farther, so confident longer-distance swimming can improve the chances of an encounter, although it occasionally comes closer.
At Three Corners Equinox, dugongs are often seen directly in the hotel bay. It is a simple but well-located choice for travelers who want to look for dugongs daily without long transfers.
Abu Dabbab Bay is also within walking distance of Three Corners Equinox, giving guests another nearby spot to search for dugongs in addition to the hotel bay.
At Jaz Elite Amara in the Mubarak area, travelers reported daily dugong encounters during the previous season. It is a more upscale option, although Jaz properties in Mubarak are considerably more expensive.
Even in a strong location, sightings are not guaranteed: at Equinox, rough waves prevented a dugong encounter. Allow several beach days and consider sea conditions, not just the hotel’s proximity to the bay.
