It's cheaper to buy a SIM at an official operator shop in town rather than at the airport — activation is free and takes about 10-15 minutes. A 40GB package from the WE carrier costs around $13 at the airport, but city shops are usually about twice as cheap.
At an official carrier shop in the city center, staff set up and activated the SIM themselves — it started working in about 10 minutes.
Price depends on the data package: the cheapest plans are from WE, a state-run carrier (around for a couple of years). At the airport a 40GB package cost $13, smaller packages start from $5. The SIM activated about 1.5 hours after purchase.
