TL;DR
Naama Bay and Ras Um Sid areas are the most wind-sheltered with good reef right offshore; Nabq Bay is windier (popular for kite/windsurfing) but has cheaper long-term apartment/compound rentals.
For an early September trip, look at hotels around Naama Bay — it's more sheltered from wind than open bays, and the reef starts almost right at the shoreline.
For a solo traveler on a 9-night September trip, hotels in the Ras Um Sid area are recommended — vivid live coral reef combined with some sandy-beach spots with a gentle entry into the water.
For a long stay (2+ months), renting an apartment in a gated compound instead of a hotel works out cheaper — but choose a compound in a sheltered bay rather than the open Nabq Bay, which gets strong winds.
Nabq Bay is worth choosing only if you want wind (for kite/windsurfing) — it's not ideal for calm beach relaxation due to constant strong gusts.
