TL;DR
Inside Tbilisi (metro, buses) local TBC or Bank of Georgia cards work fee-free; foreign cards may incur conversion fees. Marshrutkas to Rustavi are cash-only.
A bank card linked while abroad (e.g. in Russia) works fine in the Yandex Taxi app for routes within Tbilisi, though it may not work on other services.
Currency exchange in Tbilisi isn't always favorable — rates can be poor even at nearby exchange points, so it's better to have a local or fee-free international card.
