TL;DR
If the payment link for a Sri Lanka online visa extension does not arrive, keep requesting it from Immigration or go to the Immigration Department in Colombo to pay. Do not rely solely on a phone confirmation: an unpaid extension may cause problems, and applications sent for additional checks require an in-person visit.
Do not treat the extension as complete until it has been paid for. If no payment link arrives, call Immigration and ask for it to be resent; if it is still not sent, go to the Immigration Department in Colombo to make the payment.
If an application is sent for additional review, described as a check on the 6th floor, it cannot be extended remotely and requires a personal visit to Immigration in Colombo.
Applicants have been told by phone that an application can appear in Immigration’s database as extended until December even when no payment link has arrived. Payment may be offered by application number in Colombo or at departure, but this should be verified in person rather than relying only on a call.
If an online application was accepted, the Immigration Department in Colombo has a separate side counter in the same booth for online applicants. Based on this experience, there was no need to submit the form and photo again; the applicant simply went to that counter with the online application.
