TL;DR
Euro notes are generally exchanged in Bodrum without the condition-related restrictions reported in Russia, but airport exchange rates are poor. Foreign and Turkish cards, including a physical Letim card, can be used; Russian cards do not work.
Foreign bank cards and Turkish cards, including a physical Letim card, can be used for payments in Bodrum. Russian-issued cards do not work, so carry Turkish lira or have an alternative card available.
Only exchange a small emergency amount of US dollars into lira at the Turkish airport, as the rate reported there was significantly unfavorable.
Based on local experience, worn euro notes do not face the same exchange issues in Bodrum as they sometimes do in Russia. Older-style US dollar notes with the president in an oval frame may be refused at the airport, while other exchange offices were not reported to have the same problem.
