TL;DR
Budget all-inclusive in Turkey (around $650–700 for 3 people, 10 nights) typically means basic food, worn-out rooms and minimal housekeeping, but pools, slides and beach access are usually fine.
The hotel itself is dated and rooms show their age — staff try to patch things up cosmetically. But if you spend most of your time at the beach, pool, waterslides and snack bars, the worn-out rooms matter much less.
Housekeeping was nearly non-existent, but the AC worked, hot water was available and towels were changed. Food was basic but sufficient. For roughly $700 for 3 people over 10 days in July, the value is acceptable if you go in with realistic expectations — this is not a luxury all-inclusive.
The beach can be littered, but hotel staff do make some effort — last year they were seen scooping trash out of the water with nets, albeit without much enthusiasm.
