TL;DR
Ziraat Bank ATMs accept UnionPay without their own fee; Vakıf and İş Bankası also reportedly work. Your card issuer may still charge a flat fee per withdrawal, so withdraw larger amounts.
UnionPay does not work at Migros. At some locations — notably petrol stations with multiple terminals from different banks — staff may refuse or be unable to switch the acquiring bank. There is a Telegram group for UnionPay users with a pinned message to show staff, listing the compatible banks.
When paying in stores, the terminal must be switched to the correct acquiring bank — ask the cashier to select it manually. Large stores usually have no issues; small shops may only support one bank that doesn't work with your card.
Ziraat Bank ATMs allow UnionPay cash withdrawals without an ATM fee. Vakıf Bank and İş Bankası may also work. Several Ziraat ATMs are located along the shopping street near the D400 highway.
The card-issuing bank charges a flat fee of around 250 RUB per ATM withdrawal regardless of amount. To minimize fees, always withdraw the maximum amount possible in a single transaction.
