TL;DR
Kemer center beach is considered the best in the area (sandy, no pebbles), but some hotels suffer from severe sun lounger shortages due to towel-reserving. Meder Resort stands out with enough loungers and a pool on the beach.
At one of the large family hotels near Kemer center: sun loungers are plentiful on the beach and by the pool even at full occupancy — no need to reserve them early. Food is tasty and varied, good options for children. Waterpark is good. Downsides: no shade canopies on the beach, only umbrellas; very child-heavy atmosphere (not ideal for couples); limited evening entertainment; compact grounds. A separate shallow children's beach is available. Kids' club is small but staff are notably warm and attentive.
Kirman: wide beach, sun loungers always available, but the sea entry is pebbly with a sudden drop in depth. Grounds are compact but food is excellent. Less noisy and family-chaotic than Belis and Belville, though a kids' waterpark and mini-club are on site. Pool bar for 16+ available.
Kaplan: crystal-clear sea and a good beach, but the hotel is not on the first line. Access to the sea is either a ~7-minute walk through pine forest or a free shuttle running every 5 minutes until 17:00. Lush green grounds with a children's playground. For sightseeing and dining out, Kemer center offers far more options.
Meder Resort in Kemer center is a solid choice for comfort without crowds. The central Kemer beach is the best in the area — sandy, no pebbles, with a pool right on the beach and always enough loungers. The vibe is calm and homey, no noisy neighboring hotels. Daily cleaning, good food, animation, Turkish coffee and cocktails on offer. The hotel improves year on year and works well even in October.
Hotels far from the sea with poor beach access are a real drawback for families. Always check the distance to the beach and the quality of the sea entry before booking — Kemer center is generally better than more remote areas for this.
Sun lounger shortages are a real issue at some Kemer center hotels in high season. Guests reserve 4–5 loungers with towels in the morning and leave for hours without freeing them up. If lounger availability matters to you, check the hotel's policy and capacity before booking.
