TL;DR
For calm swimming, Jumeirah Beach near the Burj Al Arab has soft sand. For snorkeling with turtles and fish, head to Fujairah — Snoopy Island and Dibba Rock are top spots.
Fujairah is great for snorkeling: Snoopy Island has fish comparable to Egypt, plus turtles. Dibba Rock is accessible by boat and has impressive marine life. Swimming near Shark Island is not permitted. Late February to early March is ideal — clean water, quiet beaches, reef sharks, snails, and hermit crabs.
The Gulf of Oman near Fujairah is scenic and peaceful — ideal for nature lovers who prefer quiet beaches. Clear water with turtles, reef sharks, and hermit crabs. Not suitable if you want a lively beach party scene.
Jumeirah Beach near the Burj Al Arab has soft white sand and plenty of beautiful shells. The sea is calm and good for swimming — one of the best urban beaches in Dubai.
Saadiyat Island beach (Abu Dhabi) is visually stunning and photogenic, but in January the waves can be too strong for comfortable swimming — worth keeping in mind if visiting in winter.
