TL;DR
Drinks at St. Regis Dubai hotel restaurants cost around 100 AED for two (more for alcohol). Lunch prices are comparable to a mid-range restaurant. Water at the pool and beach is free and unlimited.
Under the Ultra all-inclusive package, from 12:00 to 17:00 the hotel offers free ice cream, popcorn, hot dogs and fruit, plus unlimited drinks throughout the day. The pastry shop also opens at 12:00 and partly duplicates breakfast/lunch items, though with a smaller selection. There are three à la carte restaurants, but during busy periods with many guests it can be hard to get a reservation, and at dinner you may have to wait briefly for a table (especially for groups larger than 4).
One guest felt upgrading to Ultra all-inclusive isn't worth it unless you plan to drink alcohol all day — food is basically the same. The main extra is access to a brunch on the 15th floor between lunch and dinner, but it just duplicates the dessert table already offered at lunch.
The lobby café charges for drinks and pastries. Only one free dessert (pastry or ice cream) per day is included, and only on the Ultra all-inclusive package.
On weekdays, meals included in your board package are served in the restaurant from a menu — not at a buffet. St. Regis focuses on à la carte restaurant dining rather than a buffet-style spread.
On full board, breakfast, lunch, and dinner are included, but drinks from the bars and beach are usually charged separately and are not part of the package.
You can swap dinner for lunch at the hotel without issues. Buying lunches for the whole stay upfront may get you a discount — worth asking at reception. September is low season, so the hotel is likely flexible.
Two drinks at the hotel restaurant cost around 100 AED or more depending on what you order — alcohol is significantly pricier. Water at the pool and beach is free and unlimited, and you can take up to 3 bottles to your room.
Lunch at St. Regis Dubai restaurants is priced similarly to a mid-range restaurant, but portions are generous and food quality is good. The hotel breakfast is late and filling, so many guests skip lunch entirely. The lobby has a café with desserts, and the beach offers complimentary fruit ice during the day.
