What dining and restaurant issues should I expect at all-inclusive/half-board hotels in the UAE?

TL;DR
At some UAE hotels, restaurants are partially closed or limited: the main restaurant can be crowded even with few guests, and specialty restaurants (e.g. on upper floors) may skip lunch service entirely.
The Peoples restaurant on the 37th floor doesn't serve lunch, but kids are allowed in during other meal times.
The main restaurant at the hotel is small — even when the hotel isn't full, tables are almost always taken, and staff may offer outdoor seating, a hallway table, or redirect you to the adjacent Indian restaurant. Expect a 5-10 minute wait.
One hotel temporarily closed breakfast/lunch service in part of the restaurant, plus the kids' area and Indian cuisine section — only the central section stays open with a smaller menu. Food quality reportedly improved though: daily seafood, beef and chicken, plenty to eat. For comparison, Sheraton properties are noted for not skimping on food and presenting dishes nicely.
