At most Dubai beaches (Persian Gulf) the water is shallow and calm, more like a pool: it's often only knee-deep up to the buoy line, you're not allowed further out, and there are no real ocean waves.
At some beaches the water stays knee-deep almost all the way to the buoy line, and swimming past the buoys is not allowed, so you can't really swim in deep water.
The Gulf feels like a giant pool filled with seawater: it's calm with no strong waves, so many tourists don't even notice the lack of an open, endless ocean during their trip.
Some visitors find swimming in the Gulf underwhelming: it feels more like an imitation of the sea than a real ocean, with no proper waves and none of that endless open-water feeling.
