TL;DR
Heat starts easing in mid-October, though it varies year to year. September is still hot and humid, especially evenings. Winter months are warm by day but cool down quickly after sunset.
In Ras Al Khaimah, mid-September was very uncomfortable even in the evening — outside felt like a sauna, and the sea warmed to almost 38°C, feeling like a hot bath rather than refreshing. Early December (up to the 14th) was ideal, but reportedly the weather turns after mid-December.
Returned on August 10: in the morning the pool even felt a bit cold. Usually used the pool until around 1–2 PM, during which the water stayed pleasantly cool and there weren't many people around.
Second half of November is great: water is warm and pleasant, mornings and days are comfortable. Around 5 PM the water gets noticeably cooler, especially for kids.
In December (e.g. 19–29), entering the water feels cold at first, but once in it's hard to want to leave — you adjust quickly. For small kids, it's better to just wade and sunbathe. Evenings are only slightly cooler, a t-shirt is enough.
Even in summer you can manage by adjusting your schedule: sleep in, swim after 4:30 PM until sunset, then walk around in the evening. Mid-September will be similar or slightly hotter during the day.

In August and early September, evenings are extremely humid — sweat literally drips off you, like being in a steam room. Most people adjust after a day or two. Best escape: air-conditioned bars or sitting near open venue doors where cold air flows out.
In winter (December–January) don't expect summer conditions: the sea can be rough, wind is common. It's warm while the sun is up (until around 4:30 PM), then cools down fast. No point going outside before 11 AM.
