TL;DR
In summer, midday heat in Da Nang and Hoi An is brutal — plan sightseeing only in the early morning or evening. Evenings are cooler but can get very crowded.
In Da Nang and Hoi An during summer, only early mornings and evenings are comfortable for sightseeing — the midday heat makes outdoor activity impractical.
Mornings have fewer crowds but the heat is already intense. Evenings are much more pleasant temperature-wise, but popular spots in Da Nang can get so packed it's hard to move through.
Heat tolerance is personal — those used to 33–38°C summers may find Central Vietnam manageable. Nha Trang in July has been described as more comfortable than Turkey in summer, for comparison.
