Do you need to fill out the Vietnam e-arrival card (QR code) before landing in Ho Chi Minh City?

Arrived in Ho Chi Minh City on June 19. The e-arrival card was filled out at the departure airport while waiting to board — the site loaded without issues and the form is straightforward. Before passport control, staff asked whether the card had been completed. At the booth itself, officers see the data on screen via passport scan, so the QR code was not requested. It arrives by email immediately after submission.

Arrived in Ho Chi Minh City on June 21. The passport control officer did not look at the QR code at all. The purpose of the e-arrival card is that when the passport is scanned, all the information already appears on the officer's screen. The visa was checked, but the QR code was ignored.

Entered through Ho Chi Minh City on June 12, during the pilot phase of the new e-arrival card system. No one asked about the card — passports were shown and that was it. The process was the same as before.
