TL;DR
When renting an apartment in Vietnam, the property owner normally files the foreign guest’s temporary-residence registration with the police. Ask the landlord for proof that it was submitted, and send a photo of each new entry stamp after a visa run so the record can be updated.
If the lease is in your roommate’s name, she may try to add you to the temporary-residence application. If the police reject it, the apartment owner or property manager should submit the registration directly.
The landlord is normally responsible for filing the foreign tenant’s details. Keep a written message asking whether the registration has been completed, as this documents that you requested confirmation from the owner.
After every visa run, send the landlord a photo of your new passport entry stamp. The owner may need it to update your temporary-residence details.
