TL;DR
Queues are unavoidable at Vinpearl, but arriving at 8:00 means ~1 hour wait for the cable car, while 11:00 means ~45 minutes. Board from the lower entrance, not the upper one.
The official website lists the cable car as starting at 8:30, but it actually begins running at 8:00. The park itself opens at 8:30, with about a 10-minute queue at park entry at opening time.
There's a separate upper entrance reserved for guests staying on the island, which opens at 9:00. The main (lower) entrance for all visitors opens earlier, at 8:30.
Tip: arrive near the park gates around 7:50, then take a leisurely walk along the harbor to the gates, which open at 8:30. During one visit, by 8:15 there were already about 30 people waiting at the gate.
To be among the first for the cable car, arrive by 7:30: baggage screening usually starts around 7:45 and cable-car ticket checks around 7:50. You may need to walk upstairs to the cabins, as the escalator may not be operating.
With a cable-car Fast Pass, look for the separate Priority lane and ask staff for it immediately on arrival: the regular queue can add about 45 minutes. With a 9:30 Fast Pass and arrival at 9:15, boarding was around 9:30; passes are checked for every passenger.
Tip: leave your hotel by 7:00 to arrive by 8:00 when everything opens, then head left immediately to join the zipline queue.
Arriving by taxi around 10:00, there was almost no queue for tickets at the box office (about 5 people), and the cable car queue took roughly 30 minutes (a guide led straight to the line).
Arriving at 8:15 meant only a 20-minute cable car wait. Arriving at 8:40 resulted in about a 1-hour queue. Ride queues average around 30 minutes or more; the longest are for the luge/sled and zipline.
If you want to join the cable car queue early, use the main entrance — the side entrance only opens at 9:00.
Arriving at 11:00 meant about a 45-minute cable car queue, but park entry had no line at all.
Arriving at opening time (8:00) meant roughly 1 hour queuing for the cable car, plus another 20 minutes to enter the park. The cable car starts running at 8:00 and the ride itself takes about 10 minutes.
Important tip: join the queue at the lower cable car station, not the upper entrance. That's where boarding happens when it opens at 8:00.
