This kind of baggage check is often done in the destination country: your suitcase may be pulled and you get called over to sort it out, which costs time and in the worst case you could miss your flight. In China, for example, they check the bag right at check-in and only issue the boarding pass once it's cleared.
Alcohol bought in town should go in checked baggage, as security will not allow it in hand luggage. Duty-free alcohol may be carried in its sealed bag; for entry into Russia, the duty-free allowance is up to 3 litres per passenger aged 18 or over.
