TL;DR
Most SIM cards sold to foreigners in Nha Trang are data-only (around 600 rub / ~$7 for 20 days), with calls made via messenger apps. A full voice-calling SIM is largely unavailable to foreigners by law unless the carrier supports Wi-Fi calling.
After days of searching (eSIM, carrier calling plans), it turned out that under Vietnamese telecom law, foreigners can't get voice service if the carrier doesn't support Wi-Fi calling — leaving no real workaround.
Every option tried — from eSIM to regular carrier calling plans — either didn't actually work or was too expensive to be practical.
If your local SIM's data runs out a couple of days before it expires, look for a trusted local reseller to top it up instead of buying a brand-new SIM.
A tourist data-only SIM (no calling) cost around 600 rub (~$7) for 20 days — enough data for Google Maps, taxi apps, and all messenger apps, with calls received via messenger apps instead.
