TL;DR
Paying Vietnamese QR codes (VietQR) with a foreign card is nearly impossible without a local bank account. The most reliable workaround is asking a local to pay and reimbursing them in cash.
A café near the airport only accepted payment via Vietnamese bank QR — no Visa, no foreign cards. A 380,000 VND bill couldn't be paid through third-party apps after an hour of trying. The only practical solution was finding someone with a Vietnamese banking app and reimbursing them in USD.
Even a small amount like 190,000 VND is very hard to pay via Vietnamese QR as a foreigner. Hotel reception staff often refuse to assist with such payments. Always carry some cash dong for small purchases.
Some Russian banks technically support QR payments in Vietnam with a good exchange rate, but Sber almost always blocks the card on the first or second transaction — even if you notify support in advance. VTB offers a rate roughly 10 points worse, and MTS Bank is considered the worst option overall.
