TL;DR
For clean water, Amiana Resort offers a day pass at 800,000 VND per adult (towel and water included). City beaches can be murky near shore, but swimming ~200m out improves visibility significantly.
The northern beach is currently shallow due to low tide — lots of rocks, and you need to walk about 50 meters before the water reaches your knees. Marina Beach is cleaner and less crowded since it charges an entry fee.
The beach opposite the Sapphire hotel is currently calm, the water is clean, and there is no biting plankton.
Costa Bella beach currently has murky water with an unpleasant smell — not recommended if clear water is a priority.
Amiana Resort has a day pass at 800,000 VND per adult, including towel and water. The sea there is clean and clear. Lunch for three cost around 1,200,000–1,500,000 VND.
Nha Trang's city beaches are similarly murky near the shore everywhere. Swimming about 200 meters out makes the water noticeably cleaner and clearer — bring a snorkel mask to enjoy the underwater scenery.
If warm (28°C+) and crystal-clear water is the top priority with no crowds, resort day-pass beaches like Amiana are a better choice than the public city beaches.
