Where to withdraw or exchange USD cash in Nha Trang for the best rate?

Word of caution: tried withdrawing cash from a VTB (VRB) ATM near Okeanos — the money was deducted from the account but the ATM never dispensed it.

By contrast, another traveler reported that last year the VTB ATMs on the route from their hotel worked fine and cash withdrawals went smoothly.

Many travelers skip cash entirely: withdrew $1000 from an ATM but paid for everything via QR code instead. For accommodation they left a $100 cash deposit, refunded at checkout.
