TL;DR
ATM fees in Vietnam range from 0 to ~100,000 VND per withdrawal. VPBank and BIDV are most often fee-free; Vietcombank, TPBank, and VietinBank tend to charge the most.
For UnionPay cards (data from mid-to-late 2025): VPBank and BIDV most often charge zero ATM fees. VPBank allows withdrawals up to 5–10 million VND per transaction, BIDV up to 3–5 million VND — the best options for UnionPay cardholders.
With UnionPay: Eximbank and ACB sometimes charge no fee, though it's inconsistent. Agribank charges 22,000–55,000 VND, Sacombank 30,000–55,000 VND, and VietinBank 30,000–55,000 VND with a low limit of just 2–4 million VND per transaction.
The highest UnionPay ATM fees: Vietcombank up to 100,000 VND, Techcombank up to 99,000 VND, TPBank 55,000+ VND, and SCB up to 100,000 VND per withdrawal. Best avoided for small amounts.
Important distinction: the ATM fee is charged by the Vietnamese bank that owns the machine. Your home bank may also charge its own foreign withdrawal or conversion fee on top of that — these are two separate costs.
For Visa/Mastercard: most ATMs charge 20,000–55,000 VND per transaction. VPBank and Eximbank are most often fee-free. Agribank has one of the lowest flat fees at around 22,000 VND, with a 3 million VND limit.
