TL;DR
Police patrols can be seen on major Phu Quoc roads, including near the turn from the national park to Duong Dong and on the airport–Sunset Town road. Individual travelers reported no fixed checkpoints and no stops during several days of helmeted riding.
Police vehicles with flashing lights were seen on the Sao Beach–fishing village–national park–Duong Dong route. One patrol was near the turn from the national park road to Duong Dong, and another was on the airport–Sunset Town highway.
On that reported route, patrols were moving rather than operating fixed roadside checkpoints. This does not guarantee that checks will not take place elsewhere on the island.
During a separate three-day visit, travelers rented a scooter from their hotel, rode around Phu Quoc and were not stopped. Both the rider and passenger wore helmets throughout.
