Yes, the island is under heavy construction ahead of the 2027 summit — worst near the airport-to-Sunset Town road and central Duong Dong; the north (Sonasea, Marina, Meyhomes, Khem) is mostly unaffected so far.
The north of the island has minimal construction — Sonasea, Marina, Meyhomes and Khem districts are fine so far. The tourist beach area of Duong Dong is also largely unaffected.
Sunset Town and the airport area are one big construction zone with heavy machinery and noise. The road from Sunset Town to the airport is in the worst shape due to ongoing metro construction.
Central Duong Dong near the markets is currently all dug up due to ongoing repair works.
Tip: when picking an area to stay, keep in mind you'll mostly be comfortable moving around within that specific district — e.g. Meyhomes is technically close to Khem and Sunset Town, but the connecting road is currently torn up for repairs.
Localized repair works in the Marina area are likely to be finished by the start of the season, as hotels are rushing to complete projects on time.
The main reason for the large-scale construction is the island's preparation for the 2027 summit.
