Off-season weather comes in waves: there can be a full week of sun with no rain, followed by several days of continuous rain and rough seas. If visiting in low season, plan for at least 2-3 weeks to reliably catch good weather. Hotels still stay fairly booked despite this — tourists from Korea, India and China don't consider it off-season at all.
