For a European consulate, residence permit, or employer, the standard document is usually Phiếu Lý lịch tư pháp số 1 (Certificate No. 1). It does not show spent convictions; Certificate No. 2 is generally only needed for personal use or when specifically requested by an authority.
If the foreigner is currently registered at an address in Phu Quoc, the application can be filed with Sở Tư pháp tỉnh Kiên Giang, the Kien Giang Department of Justice.
