TL;DR
Yes. At Dahab Lagoon, the submerged pontoon can provide access to deeper water outside low tide; near the buoys, a 170 cm-tall swimmer cannot touch the bottom, and it is possible to duck-dive a couple of metres beneath the pontoon.
The submerged pontoon at Dahab Lagoon has benches and bins. At normal water level it is roughly chest-deep on the pontoon, while near the buoys the water is deeper than a 170 cm-tall swimmer.
For a brief duck-dive, swimmers have gone about a couple of metres beneath the pontoon without water getting into their gear. Check the current access setup, as a plastic pontoon may also be used to reach deeper water.
Camps on the way to Dahab Lagoon have fresh water for rinsing dive equipment. If you dive several times in a row, gear may not have time to dry between sessions.
