TL;DR
Swimming past the buoys is not allowed at Egyptian beaches. Lifeguards will whistle and signal you back, and the swim zone is marked with a rope and buoys.
The swimming area is clearly marked with a rope and buoys. If you try to enter the sea beyond this boundary, lifeguards immediately whistle and signal from the shore that it is not allowed.
No one will physically pull you out of the water, but lifeguards will blow their whistle. There is little reason to swim past the buoys anyway, as the designated zone is large enough for a comfortable swim.
For safety reasons it is best to stay within sight of lifeguards and not swim past the buoys. While no one is forcibly removed, some swimmers do go beyond the markers at their own risk.
