Yes, many large Egyptian resort hotels (especially those built on terraced/hillside land) have a lot of staircases between buildings, restaurants and the beach. A free shuttle buggy usually runs, but only along part of the route — you'll still have to climb some stairs.
There really are a lot of staircases throughout the property. A shuttle buggy runs on a schedule but only along one side of the hotel — from reception to the 'Reef' bar. From the Reef bar to the beach you still have to climb several more flights of stairs.
A guest with extensive stay experience noted the stairs are numerous — for people with knee problems or families with small children, getting around can be difficult.
Another traveler said the stairs weren't a big issue for a regular stay, and the shuttle buggy runs along one side of the hotel from reception to the Reef bar.
One guest actually liked the terraced, multi-level architecture of the hotel — the only downside mentioned was large wheeled umbrellas near the main outdoor restaurant, which can blow over and fall onto tables in windy weather, so it's better to avoid sitting near them when it's windy.
