TL;DR
Walking directly into the sea over the reef from shore is dangerous — sea urchins hide under rocks and the live reef is fragile; you can only walk along the shallow coral strip wearing reef shoes, staying inside the buoy line.
On a pontoon, reef shoes aren't strictly required if you step carefully — it's assembled from blocks and the seams can be uncomfortable underfoot, but it's manageable. Entering the water from shore, reef shoes are a must.
Entering the sea directly from the shore is strictly discouraged — that stretch is a tidal zone marked with buoys, and sea urchins hide under nearly every rock. One traveler risked tiptoeing across the rocks to retrieve glasses dropped from a pier and confirmed just how dangerous it is.
The live coral reef starts right beyond the shoreline strip, so walking on it is off-limits to avoid damaging the coral. It's safe to walk only in the shallow coastal area wearing reef shoes, watching reef life without even snorkeling; to go further past the buoys you need to swim, not walk.
In the shallows near shore you can accidentally run into a cluster of sea urchins wedged between corals in a narrow passage — they can literally crowd the path as they move over the rocks.
