TL;DR
Wind is almost always present near the sea in Egypt. Morning swimming can be difficult due to low tide — water near the shore may only reach knee height. Better swimming conditions are typically found during daytime hours.
Wind is inconsistent day to day: on some days the beach is completely calm, while just a couple of days earlier it was blowing almost from early morning.
Around 7 a.m. the water reaches roughly waist depth — the best time to swim. Conditions are comfortable for small children, but for adults and older children who can swim there is effectively nowhere to do so: the shore is too shallow and the pier is not always usable due to wind.
Wind is barely felt in the lagoon, and the water is clean open sea. Visitors in late December through early January swam every day and rarely needed warm clothing.
In April sea water temperature barely reaches 20 °C and winds blow constantly. Walking is fine, but swimming may be uncomfortable.
In mid-June, wind can be very strong for several days in a row. Prior to that it was lighter, but wind near the sea is essentially constant. Swimming from the shore is difficult: low tides leave only knee-deep water near the beach, and fuller water levels are only present during daytime hours.
Wind conditions are also a concern in late November — travelers ask specifically about sheltered bays. This suggests wind is a consistent factor in Egypt regardless of the season.
