Local SIM cards are widely sold at small phone shops on the street in Egyptian resort towns — Vodafone, Etisalat, and Orange are all available, prices around 10 (local currency) if you bargain. SIMs work instantly with fair data allowances.
With the WE (Telecom Egypt) SIM, the bonus data package (around 5GB) is used first, then the main plan kicks in automatically.
One traveler got a SIM for about 10 (local currency) with no queues. If it doesn't work properly the next day in town, you can simply buy another one.
SIM shops are located a short walk from the hotel area: cross the road, turn right, pass the Cleopatra shopping mall and the Seahorse statue, then look for red Vodafone banners along the sidewalk. On the left there's a small row of shops where SIMs for different carriers (Etisalat, Vodafone, Orange, depending on stock) are sold under the Vodafone sign.
SIMs are activated on the spot right after purchase, and the advertised data amount matches what you actually get. Bargaining is expected and can lower the price noticeably.
