TL;DR
Rules vary by hotel: some lifeguards stop swimmers from going beyond the buoy line, while others mainly intervene when people step on coral. Ask the lifeguard about the permitted swimming area before attempting a long swim.
One recent report says lifeguards may not object to swimming far out, even towards open water, but do intervene when swimmers step on coral. Do not stand on the reef or cross shallow coral areas on foot.
At the ROBB beach, a visitor reported being called back when trying to go left beyond the buoys, while the right-hand buoy line appeared to merge with that of a neighboring hotel. This does not necessarily permit crossing between beaches—follow the on-site lifeguards’ instructions.
At the PR beach, the report says swimmers were not allowed beyond the buoys in either direction. If a hotel restricts both sides of its swimming area, do not plan an independent coastal swim; ask in advance about the permitted distance and neighboring zones.
