TL;DR

Construction next to Safir (The V) is loud — power tools can be heard even on the beach near the bar. Inside rooms it's less noticeable due to AC noise, but outdoors near the building it's quite disruptive.

Construction is ongoing both outside and inside the building. Angle grinders and drills are audible even while lying on the beach near The V bar. Near the rooms outdoors it is very loud and dusty.

A room in the left wing facing the construction site: inside the noise is barely noticeable thanks to the AC unit. Outdoors right by the room there is some noise, but the pool and beach areas were quiet.

Construction is taking place right next to Safir hotel. If you are placed in the building closest to the site, outdoor noise will be significant.
