TL;DR
Eagle rays and turtles are commonly spotted near the piers between Baron Palms and Baron Resort hotels in Naama Bay, and around Giftun reef at the Orange, Paradise, and Hulaa Hulaa dive spots.
One traveler spotted eagle rays three times in a single day between the Palms and Baron Resort piers, resting on sand at around 9 meters depth. Once rays show up in the area, they tend to stay and can be encountered throughout the day while swimming between the two hotel piers.
A long swim from the Concorde hotel to Pickalbatross Palace passes through an area where turtles, moray eels, and eagle rays can all be seen along the way.
On Giftun reef, the best chances to see a turtle are around the Orange Bay, Paradise, and Hulaa Hulaa dive sites — though turtles can turn up at any dive spot, it's largely luck-based.
